本文以中国台湾地区佛教团体慈济基金会从事的灾后重建为例,探讨台湾的灾后重建规范。以台湾1999年发生九二一大地震后的重建和2009年发生的八八风灾后的重建活动进行比较,点出因灾后重建规范的变化及灾后重建策略失去正当性,进而产生出的纠葛。
This article takes the reconstruction of the Tzu Chi Foundation, a Buddhist group in Taiwan of China, as an example to discuss Taiwan’s post-disaster reconstruction guidelines. A comparison was made between the reconstruction of Taiwan after the Sept. 21 earthquake in 1999 and the reconstruction after the Typhoon Bhutan in 2009, and points out the disputes that have arisen due to the change of post-disaster reconstruction norms and the loss of legitimacy of the post-disaster reconstruction strategy.
