档案法律规范,是人们在档案活动方面的行为规则.从性质来说,大体分为三种,即义务性规范、禁止性规范、授权性规范.三者比较,义务性规范的贯彻与遵守是贯彻实施《档案法》的难点.一是因为义务性规范的贯彻与遵守还没有引起人们的足够重视.从笔者目前所了解到的档案法规在县级的实施情况看,由于人们档案法制观念淡薄.相当大部分人说到守法,只知道不做档案法律禁止的事,相对而言.主体对禁止性规范的贯彻与遵守较为重视,多数人认识到这是不可冒犯的;对授权性规范,在贯彻与遵守上较为自觉,主动性也比较强.由于不履行档案法律所规定的义务给国家和人们造成的危害不是马上能显示出来,也就不为人们所重视,因而一部分人还未认识到不履行档案法律所规定的义务也是违法.所以,许多人就不能或完全不能遵守档案法律义务性规定.因此,要使一切执法者都依法办事,要使全体都能自觉遵守档案法律法规,使自己的言行都符合档案法律法规的规定,特别是自觉地履行档案法规定的义务,做到有法必依,确实是一件难事.二是查处涉及面广,档案法律义务性规范的主体包括一切国
