In the 1990s, China’s economy entered the stage of development of heavy chemical industry based on large and medium-sized enterprises. The increase in the vitality of large and medium-sized state-owned enterprises will be the key to resolving the deep-seated contradictions brought about by the light economic growth in the 1980s and promoting the stable development of the economy. In order to do a good job in large-scale state-owned enterprises, the author went deep into China’s first tractor construction machinery company and other companies for investigation and research. During the survey, it was deeply felt that most of these large-scale state-owned enterprises in Luoyang have become the vanguard of China’s industrialization during the “1st Five-Year Plan” period. Currently, the company’s funds are short.
