当前,中国正在进行科技体制改革。这是一件可以影响国家今后命运的重大决定。由于科学技术对一个国家的经济、国防、工业、农业、医学的发展愈来愈密切,廿一世纪中国际政治斗争的优胜劣败将取决于科学技术力量的强弱。换句话说,中国将来在世界上能否与群雄一争长短将决定于它的科技水平和实力。因此,我们要呼吁政府,对发展科技事业的种种措施要集思广益,群策群力。不要只重视眼前的经济效益,要高瞻远瞩,要避免不必要的政策上的失误,要避免过去患过的主观主义所造成的损失和破坏。
At present, China is carrying out the reform of science and technology system. This is a major decision that can affect the future destiny of the country. Since science and technology are increasingly getting closer to a country's economy, national defense, industry, agriculture and medicine, the winning and losing of the international political struggle in the 21st century will depend on the strength of science and technology. In other words, whether China can compete with the herd in the world in the future will depend on its level of science and technology and its strength. Therefore, we must urge the government to brainstorm various measures for the development of science and technology and make joint efforts. We should not only pay attention to the immediate economic benefits but should also look forward, avoid unnecessary policy mistakes and avoid losses and sabotages caused by past subjective experiences.
