公民通常是指具有一个国家国籍的人。我国宪法第33条规定:“凡具有中华人民共和国国籍的人都是中华人民共和国公民。”公民与国民都是法律用语,含义相同。从1953年制定的选举法和1954年颁布的宪法开始,“国民”一词称为“公民”。但在实际生活中,有时仍沿用“国民”的提法,如通常所讲的“国民收入”、“国民经济计划”等。公民与人民则是两个不同概念,两者有严格的区别。
Citizens usually refer to people who have a nationality. Article 33 of our Constitution stipulates: “All persons who have the nationality of the People's Republic of China are citizens of the People's Republic of China.” Both citizens and citizens are legal terms and have the same meaning. Starting with the electoral law enacted in 1953 and the constitution enacted in 1954, the term “national” is called “citizenship.” However, in actual life, the formulation of “nationals” is sometimes still followed, as commonly referred to as “national income” and “national economic plan.” Citizens and the people are two different concepts, there is a strict distinction between the two.
