1、消减关税 全面削减关税,平均税率由22.1％减至17％,对美农产品税项5年内减至14.5％～15％,取消所有出口补贴。 2、开放农产品市场 对小麦、栗米、稻米及棉花实施“关税比例配额制”以开放市场;逐渐撤销由国家控制的豆油贸易。 3、限制对美出口急增 控制中国对美出口品在配额取消后急增的特别条款有效期12年;禁止中国向海外其他国家倾销的条款有效期15年。
1. Reduce tariffs Cut tariffs across the board. The average tax rate will be reduced from 22.1% to 17%. Tax on U.S. agricultural products will be reduced to 14.5% -15% within five years, and all export subsidies will be canceled. 2. Open market for agricultural products The “tariff quota system” for wheat, chestnut rice, rice and cotton will be implemented to open up the market and the country-controlled soybean oil trade will be gradually withdrawn. 3. Restricting the sharp increase in exports to the United States. The special clause that controls the sharp rise in China’s exports to the United States after quotas have been canceled is valid for 12 years. The provisions that prohibit China from dumping other countries overseas are valid for 15 years.
