党的十八大明确指出要建设海洋强国,而当前我国在制定和实施海洋战略中面临着三大问题:第一,维护和拓展海洋权益的问题;第二,加快探测、开发、利用海洋资源和保护海洋生态的问题;第三,陆海统筹发展海洋经济的问题。要建设海洋强国,要做好以下十个方面的工作:要普及海洋知识,增强全民族的海洋意识;要维护海洋权益,加快海疆开发;抓紧对公海的调查探测工作;加快发展船舶与海洋工程装备制造业;要坚持科技兴海;大力培养各类涉海人才;加快发展海洋经济;加快海军的现代化建设;加强海洋执法,积极参加国际海洋法的研究和制定;国家要加强对海洋事业的领导。
The 18th National Congress of the Communist Party of China clearly pointed out that it is necessary to build a maritime power. At present, our country faces three major problems in the formulation and implementation of the maritime strategy: first, the issue of safeguarding and expanding maritime rights and interests; and secondly, accelerating the exploration, exploitation and utilization of marine resources And the protection of marine ecology; thirdly, the issue of integrated development of marine economy by land and sea. To build a maritime power, we must do well the following ten tasks: We must popularize marine knowledge and enhance the nation’s marine awareness. We must safeguard maritime rights and interests and speed up the development of the coastal region. We should speed up the investigation and exploration of the high seas and speed up the development of shipping and marine engineering. Equipment manufacturing industry; we must uphold science and technology to develop the sea; vigorously cultivate various kinds of personnel involved in the sea; speed up the development of the marine economy; speed up the modernization of the Navy; strengthen maritime law enforcement and actively participate in the study and formulation of international law of the sea; leadership.
