在2001年2月23日召开的全省林业工作会议上,河南省人民政府对1999及2000年度造林绿化森林资源保护森林防火责任目标完成情况进行了通报,濮阳市人民政府、洛阳市人民政府被评为1999、2000年度完成林业责任目标优秀单位;三门峡市人民政府、平顶山市人民政府、郑州市人民政府、许昌市人民政府、济源市人民政府被评为1999、2000年度完成林业责任目标先进单位。对上述市人民政府予以通报表扬。 同时,对一些地方林业责任目标落实不够的问题给予了通报批评。一是有些地方造林合格率偏低。社旗县1999年度造林核实合格率仅为65.3％,西华县为78.4％。二是少数县(市)虚报、错报造林
