陶家宫公社是哈密专区的规划重点,修建小型水利工程配套方面的陡坡分水闸、跌水、桥等数量很多,需用水泥量大,专区、县配给的水泥远远不能满足要求。为了解决这个矛盾,在公社党委领导下,领导、技术员、群众三结合,自力更生想办法,经36次试验,制成了相当于低标号纯水泥的土水泥。用自制的土水泥做斗农渠闸门、跌水和桥墩,不仅解决了材料上的困难,而且成本低,节约了资金(水泥每吨110元,土水泥每吨70元)
