医院分级管理和评审制度的实施是一个系统工程,它的顺利进行和预期效果的实现,需要有一个良好的外部条件和与之相配套保证措施。本文就这个问题展开讨论。 1 实施区域性规划是前提和基础 通过区域性卫生规划,进行医疗卫生服务调查,弄清区域医疗卫生资源的现状,区域医疗需求,确定一个区域内一、二、三级医院比例,确定医院的不同级别,赋予其不同规模、任务和功能,才能实现分层医疗服务的合理格局,为保证其层次的合理性,在一定程度上还必须打破医院按隶属关系条块分割的管理体制,将现有的医院统统纳入区域规划,按照区域医疗卫生服务要求,统一定级。
