一个国家进入空间的能力在很大程度上决定了其空间活动能力以及空间应用开发水平,世界主要航天大国都以进入空间的能力来衡量其空间技术水平。运载火箭是目前世界上进入空间的主要运载工具,运载火箭的规模和水平支撑了进入空间的能力。为了从航天大国向航天强国转变,进一步提升我国运载火箭的运载能力是我国实施航天发展战略的必要保证,它可以有效拓展我国航天产业发展空间,大幅提高我国进入空间的能力,显著提升航天科技整体水平,对提高我国工程技术综合实力,进一步增强我国在国际社会的政治影响力和提高综合国力都有着重要的战略意义。
