一、连续两年的洪涝灾害1990、1991年汛期,淮阴市遭遇多年未见的洪涝灾害,出现了洪涝并发、重复受灾的严峻局面。1990年7月17～19日,全市普降暴雨,面平均三日雨量205毫米,暴雨中心泗阳325毫米;8月2～4日,全市又普降暴雨,面平均三日雨量132毫米,暴雨中心仍在泗阳,达263毫米;两次暴雨重复受灾,全市积水面积550万亩,重灾面积80余万亩,倒塌房屋22.7万间.1991年江淮流域出现两段梅雨天气,我市盱眙、金湖、洪泽、淮安等沿淮县(市)普降暴雨,据统计:5月21日～7月15日56天,降雨746 908毫
