“网上警局”是公安机关利用互联网资源在虚拟社会搭建的与现实公安机构职能相对应的网络民生警局,具有警务公开、办事服务、交流互动、监督评议等功能。构建“网上警局”关键在于突破网络全流程办事服务瓶颈,并以此为核心,创新网络警务机制,拓展网络民生警务,实现网上管理全流程、网上服务全实现、网上警务全覆盖,进一步提升警务管理服务效率和水平,满足群众足不出户的全时空、个性化办事服务需求。
