保护和增强土地利用碳汇是提高应对气候变化能力经济的、可行的途径,因为我国拥有大面积可以作为碳汇的林地、草地、湿地等土地。但现行建设用地管理制度尤其是总量控制制度却使得具有强大碳汇能力的土地被改变用途,甚至成为碳源。为此,应完善我国建设用地总量控制制度,保障、提高土地碳汇能力。将留住保住具有碳汇功能的土地作为建设用地总量控制制度的理念;按照“最严格的节约用地”实施建设用地总量控制制度,将全国建设用地总量控制在1998年《土地管理法》修改生效时的建设用地总量之内;明确减缓气候变化为高层次的公共利益,严格实施生态用地保护制度,禁止或限制具有碳汇功能的土地被转为他用。
To protect and enhance land use of carbon sequestration is an economic and feasible way to improve the ability to deal with climate change because our country owns a large area of land such as forest land, grassland and wetland that can serve as a carbon sink. However, the existing construction land management system, especially the total control system, has enabled the land with strong carbon sink capacity to be changed for use and even become a carbon source. To this end, we should improve the control system of the total amount of construction land in our country, guarantee and enhance the capacity of land carbon sequestration. Will retain the function of preserving carbon sinks as the total amount of construction land control system concept; in accordance with “the most stringent land-saving ” implementation of the total amount of construction land control system, the total amount of construction land control in 1998, “Land Management Law ”to amend the entry into force of the construction of the total amount of land; Clearly reduce climate change as a high level of public interest, strict implementation of ecological land protection system, prohibit or restrict the land with carbon sink function was turned to other uses.
