随着政府职能的逐渐转变,国家公务员的素质直接影响到一个区域各方面发展的程度。科级领导干部素质由于其具有时代性、层次性和实干性而越来越受到政府各个部门的重视。培训科技干部的统帅驾驭能力、沟通协调能力、角色转换能力成了必然研究的重要课题。而且科级干部自身的心态调整等方面也应做出初步的探讨。
With the gradual transformation of government functions, the quality of state civil servants directly affects the development of all areas in a region. The qualities of the leading cadres at the scientific and technological level are getting more and more attention from various government departments because of their characteristics of times, hierarchies and practicalities. The training of science and technology cadres commander in chief ability, communication and coordination skills, role-switching capabilities has become an important issue of necessity.
