作者概述了新发传染病特点和流行特征,以及现行的卫生检疫法律体系在新发传染病控制上遇到的挑战,提出卫生检疫法律体系需要在以下几个方面进行完善:研究制定对新发传染病控制行之有效的国境口岸和出入境人员的疾病监测措施:研究制定国境口岸新发传染病的预防控制措施;研究制定新发传染病检验检疫行业标准;加强一线检验检疫人员的个人防护;加强国境口岸卫生检疫能力建设;应把新发传染病的防控与防范突发公共卫生事件结合起来;检验检疫要加强与国内、外有关部门的合作。
The author summarizes the characteristics and epidemic characteristics of new infectious diseases as well as the current health quarantine legal system in the control of emerging infectious diseases encountered challenges that the health quarantine legal system needs to be improved in the following areas: Communicable Disease Control Effective Disease Surveillance Measures at Frontier Ports and Entry-Exit Personnel: Studying and Preparing Prevention and Control Measures for Emerging Infectious Diseases at Frontier Ports; Studying and Establishing New Industry Standards for the Inspection and Quarantine of New Infectious Diseases; Strengthening the Personal Protection of Frontier Inspection and Quarantine Officers ; Strengthen the capacity building of health and quarantine at border crossings; combine the prevention and control of new infectious diseases with the prevention of public health emergencies; and the inspection and quarantine departments should strengthen their cooperation with relevant departments at home and abroad.
