湖北长阳县水泥厂是一个年设计能力11万吨的县属骨干企业,自1986年开始,该厂实行了吨水泥工资含量的工效挂钩办法。1991年,围绕“质量、品种、效益年”活动,该厂着眼于完善内部管理,搞活内部分配,又逐步摸索出一套工效挂钩办法——工资与产量、质量、消耗三挂钩。基本作法长阳县劳动、财政等部门核定水泥厂以产品销售量为主挂指标,以实现税利为附挂指标,以上缴税利、产品质量、劳动生产率、安全生产等6项为复合考核指标工效挂钩办法。全厂吨水泥工资含量为14.46元,厂内将其分解为70%的产量工资、20%的质量工资、10%的费用消耗工资,对各车间和科室进行工效挂钩。
