周扬名常说:“一个企业领导者的经营决策是企业兴衰的关键。”的确,7年前的衡阳市蔬菜总公司还是个濒临倒闭的特困企业,1000多名下岗职工,近800名离退休人员一年四季领不到生活费。1995年一年内上级对该公司连换两任总经理,但仍没改变企业亏损3600多万元、欠债4000余万元的状况,反被职工关“禁闭”。可自1996年初春,周扬名从衡阳市财贸办调入该公司任总经理后,仅两度春秋便一举扭亏为盈,公司被评为省财贸系统先进单位。但他没有在惊人的巨变和由衷的赞叹声中陶然自得,而是审时度势,奋力开拓新的经营市场,取得了更令人瞩目的业绩。
