The national unified carbon market has entered the pre-start “sprint period ”. After a preliminary touch of entrepreneurship and capacity building, the allocation of carbon allowances is expected to start in October and be completed in the first half of next year. After the initial operation phase before 2020 ends, it will reduce the threshold expansion and impose a carbon tax. At present, relevant departments are studying the preliminary preparations for starting the carbon tax. In 2013, the NDRC approved the pilot carbon trading in seven provinces and cities such as Beijing, Shanghai, Tianjin, Chongqing, Hubei, Guangdong and Shenzhen. As of December 2015, seven carbon trading pilot markets were included in the total
