在社会主义市场经济确立后,随着我国政府职能的转变,使得政府与公民变传统“单向”行政为“双向”互动,成就平等对话,共同合作俨然为建立适合我国社会主义市场经济健康发展的行政体制树立了方向标。实现政府与公民合作新关系是社会主义和谐社会建设中执政者与参与者均不可忽视的问题,也是构建服务型政府的要求。
After the establishment of the socialist market economy, with the change of the government’s functions in our country, the government and the citizens have become traditional “one-way” administrations and the “two-way” interaction has resulted in the achievement of equal dialogue and cooperation. The administrative system for the healthy development of the market economy has established a direction mark. The realization of the new relationship between government and citizens is an issue that both leaders and participants can not ignore in building a socialist harmonious society and a requirement for building a service-oriented government.
