A study of third- and fourth-tier consumer lifestyles and media behavior found that the third and fourth-tier cities have emerged with an active picture. Their consumers have also shown some different behavior from those in the first and second-tier cities. First-tier cities such as Shanghai, Guangzhou, and Shenzhen, as well as developed provincial cities and coastal cities, are the objects of concern. However, with the maturity of these markets, fierce competition, and gradual saturation of some product consumption, some developed prefecture-level cities include counties. Third-tier and fourth-tier regions such as cities are becoming the next growth market. Regardless of whether it is the tilt of the national policy or the business perspective of making the cake bigger, the shift of the market to low-tier cities is imperative and a matter of course.
