新闻传播系统改革发展中的两难选择,是一个中国式的特殊问题。为了能在规划与设计战略目标的问题上取得基本共识,首要的问题应该是进一步解放思想,超越长期以来掣肘目标制度设计的理论与思想障碍。现行基于分类改革、分类运营的改革方案,依然是一种边缘突破性质的探索。严格说来,这一方案并没有触及传统计划经济体制这一根本性的制度性障碍,没有考虑到新闻传播既是党、政府和人民的喉舌,又是文化事业、文化产业发展中最为敏感、最为核心的一部分的这样一种复杂的行业特征,也没有将新闻传播体制改革与社会管理体制改革,并同步培育公共产品和服务、准公共产品和服务、私人产品和服务提供主体多元化机制,以及重建中国特色的非营利事业机构、营利性文化多媒体机构的任务结合起来,具有难以克服的内生性矛盾。关于促进文化产业发展与提升新闻传播公共性的文化品格、文化担当的这一对矛盾,并不是无解的难题。关键在于理论创新,跳出传统市场经济的观点,引入社会学、传播学、公共经济学、系统哲学等学科研究的最新成果,在完善新闻传播体制改革创新的顶层设计的基础上,运用二维分类标准体系,结合各地实际,因地、因类、因层级制宜,科学推进新闻传播机构的分类改革。
