探讨了信息技术项目特点，认为项目再发展研究对项目价值、项目费用非常重要；认为设计有效的激励机制，激励用户和发展商有效地投资，是“提高项目价值，减少费用”的重要手段．本文深入分析了激励机制、再发展研究投资和项目实施的组织形式及相互关系，研究了用户、发展商“双赢”的谈判结果．可以得到三点结论：（１）利润共享机制激励下或／和信息不对称条件下，用户、发展商投资不足，项目价值次优．（２）私有信息共享情况下，有助于增进投资．（３）利润分配规则，决定用户和发展商投资，决定项目的组织形式．
The characteristics of information technology project are discussed. It is considered that the research of project redevelopment is of great importance to the project value and project cost. It is an important means to “raise the project value and reduce the cost” by designing effective incentive mechanism and encouraging users and developers to invest effectively. This paper analyzes in-depth incentive mechanism, re-development of research investment and project implementation of the organizational form and the relationship between the user, developer “win-win” negotiations results. Three conclusions can be obtained: (1) under the incentive of the profit sharing mechanism or / and under the condition of asymmetric information, the users and developers are under-invested and the project value is inferior. (2) In the case of private information sharing, it helps to increase investment. (3) profit distribution rules, decide the user and developer investment, determine the project’s organizational form.
