本文从经济适用住房制度设计及运作理念创新的角度来审视与求解相关的现实问题与困惑,并结合“日照运作模式”的突破与思考,提出了目前一些特大或大城市应有的适宜模式选择:(1)鉴于我国目前个人信用体系建设的滞后现状,建立在收入完全公开透明前提下的货币补贴暂时难以推行,仍应以实物分配为主;(2)应将重心移向无力购房只能租赁住房的“夹心层”家庭,为其提供一定的租金补贴;(3)采取相应措施向住房保障对象提供符合其购买力和购买需求的有效供应;(4)健全和完善经济适用住房的准入、退出审核、监督制度,形成良性循环机制。
This paper examines the practical problems and puzzles related to solving from the perspective of the design and operation concept innovation of affordable housing system, and puts forward some proper mode choices that some super-big cities should have in light of the breakthrough and thinking of “sunshine operation mode” : (1) In view of the lagging status of the current personal credit system in our country, monetary subsidies based on the premise of complete and open income should be temporarily difficult to implement and should be mainly in kind. (2) We should shift our focus to the inability to buy houses only (3) Take appropriate measures to provide housing security objects with an effective supply that meets their purchasing power and purchasing needs; (4) Perfecting and improving access to affordable housing , Exit audit, supervision system, forming a virtuous circle mechanism.
