城市拥堵已经成为一种世界性的社会公害,由此带来的危害罄竹难书:浪费时间、浪费资金、浪费土地、污染空气……大量的社会财富在堵车过程中悄然流失。政府为了治堵也想尽了各种办法:拓宽道路,建设地铁、高架,大力发展公交、出租,搞公交专用道,扩建停车场等……由于公交、出租等公共交通不能很好地满足乘客的出行需求,尤其出租车供应严重不足,无法满足人们的出行需求时,人们不得不购买私家车。而私家车越发展,道路就越拥堵。
