我省是一个自然灾害比较频繁的地区,洪涝台旱多种灾害频繁交错发生,特别是洪涝台灾害,以其影响范围广、发生次数多、灾害损失大而成为我省最主要的自然灾害,干旱在我省的影响也很大。据气象部门分析,今年汛期全省大部分地区降雨量接近常年略偏少,但6月中下旬降雨相对集中,局部地区有短期洪涝发生;热带气旋影响程度要比前几年严重,而且偏早;雨季结束后,大部分地区干旱可能比较严重。总体上,今年的洪涝台旱灾害可能都比较严重,防汛形势严峻。我省虽然防洪抗旱能力有了较大的提高,但总体上水利仍滞后于经济社会的快速发展,洪涝台旱灾害仍然是我省经济社会持续发展的制约因素。因此,防汛防旱工作事关人民群众的生命财产安全,事关整个经济社会可持续发展的大局,面对今年严峻的防汛防旱形势和工作中的薄弱环节,我们要充分认识我省防汛防旱工作的艰巨性、长期性和复杂性,扎扎实实地做好防汛防旱的各项工作,确保人民群众生命财产的安
