总结北京市既有建筑节能改造现状,分析既有建筑节能改造存在的主要问题和“十三五”时期面临的主要挑战;提出制定地方性建筑节能法规、利用PPP模式建立建筑节能改造市场化机制、加快实施超定额能耗加价收费制度、建立基于实际运行能耗的激励政策、真正实施供热计量收费制度等对策建议。
Summarize the current situation of energy-saving renovation of existing buildings in Beijing, analyze the main problems existing in energy-saving renovation of existing buildings and the main challenges faced during the “13th Five-Year Plan” period, and put forward the formulation of local building energy conservation regulations and the establishment of energy- Mechanism to speed up the implementation of ultra-quota energy fee charging system, the establishment of incentive policies based on the actual operation of energy consumption, the actual implementation of heating metering and charging system and other countermeasures and suggestions.
