美国总统奥巴马3月23日正式签署国会众议院21日以219票对212票表决通过的医疗保险改革法案。这项被喻为“历史性医改”的法案将使美国政府在今后10年内投入9400亿美元,使3200万没有保险的民众获保,从而使医保覆盖率从目前的85%升至95%,接近全民医保。医改的实质是将基本权利扩大到弱势群体的问题,但因触及众多利益,美国多届总统力推医改,均遭失败。作为世界头号发达国家,美国亦成发达国家中唯一没有实现全民医保的国家。医改法案的通过显示了奥巴马整合各方利益和立场的能力,但并未动摇共和党人反对医改的决心,民众是否支持及民主党能否换取中期选举的选票尚待观察。
