随着信息通信技术(Information & Communications Technology,ICT)的广泛应用,人类经济社会发展正在进行重大的结构性调整和转型--从工业社会迈入信息社会。在此过程中,ICT驱动的信息化在经济社会发展中的应用越来越来广泛和深入,信息化应用的推进越来越需要借助于市场化力量,企业和政府内部的信息化活动越来越外部化,越来越需要一个市场化的、服务于信息化的产业,即信息服务业。
