“欺民”,一般泛指为官者欺负、欺压、欺骗、欺蒙老百姓之意。欺负老百姓,是为官者与人民群众没有感情的表现,也是以强凌弱,以势压人的旧衙门作风在作祟。当然,不等于说为官者不能批评老百姓,只要你在理,对那些胡搅蛮缠者,该批评的还是要批评,该教育者还是要教育。但不能认为百姓是“阿斗”,可以任意欺凌;更不能认为百姓是“愚民”可以随意愚弄。某些为官者忘却了党的全心全意为人民服务的宗旨,只知迎合上意,讨领导欢心,只爱钱财不爱百姓,使为人民服务变成了为人民币服务,为达到个人目的或满足个人欲望,不惜欺负百姓。
