“义务教育是国家统一实施的所有适龄儿童、少年必须接受的教育,是国家必须予以保障的公益性事业。”今年9月1日起全面实施的新《义务教育法》开宗明义地点明了实施义务教育是国家意志,因此,政府推动是当然之举。贯彻落实新《义务教育法》,主体是政府。本期“热点话题”着重介绍了万源市落实义务教育保障经费的做法,安岳县化解教育债务的探索,渠县以均衡发展全面推进义务教育的实践,广元市直面现实农村义务教育公平性的建设性思考,从中,我们都能够清楚地看到当地政府积极、有效的作为。贯彻落实新《义务教育法》,无疑会遇到许多棘手的问题。针对现实问题寻找切实有效的解决策略,提出决策建议,才可能将新《义务教育法》的法理创新变为全社会欢欣鼓舞的现实。万源市提出的“落实义务教育经费单列”的建议,安岳县在确保教师工资按时足额兑现的基础上所做的提高教师待遇的努力,广元市关于“义务教育经费由省级统筹变为省级保障、实行省级政府辖区内的义务教育经费预算与审计制度,统一行政区域内教师津补贴政策和发放标准、由显性的工资平等发展到教师实际收入的真正平等”的思考等,都是来自实践的宝贵成果,是在贯彻落实新《义务教育法》的过程中需要不断完善的。有了新《义务教育法》保驾护航,相信我国的义务教育会越走越好,我国的每一个孩子都会享受到免费、平等、优质的义务教育。
