早在1999年,云南省玉溪市认真贯彻国家的有关政策,创新思路,不断探索,率先实施下岗失业人员小额担保贷款,结合当地实际,不拘框框,勇于探索,从有利于促进下岗职工再就业出发,以规范运作程序、控制风险为基础,有力地促进了全市下岗失业人员再就业工作。截止目前,全市共贷出小额担保贷款13959万元,扶持下岗失业人员13908人(次),覆盖困难企业448户,下岗失业人员人均借贷资金9963元。回收到期贷款11052万元,到期贷款资金回收率一直保持在96%以上,全市共有8600多名下岗失业人员通过小额担保贷款扶持走上了自谋职业的道路,实现了再就业。小额担保贷款对该市的再就业工作发挥了关键的作用。他们的主要做法是:
