区域现代化具有时间上的不同步、空间上的不均衡和领域上的不全面等基本特点,客观上要求区域现代化建设应当分阶段、分区域和分重点逐步推进。江苏省“十二五”规划、第十二次党代会都先后提出了2020年全省基本实现现代化的奋斗目标,而如何又好又快推进这一既定目标的实现,需要正确认识和始终坚持时间、空间与领域三种观念,并妥善处理好三者关系。要把时间、空间、领域三种观念统一贯穿于江苏率先基本实现现代化新征程的自始自终,因时因地因类加以科学推进,切实有效地开展江苏现代化建设。
