发展新能源汽车,是我国应对城市环境污染、能源供应压力和做大做强汽车行业的战略举措。“十二五”时期将是我国新能源汽车产业发展的关键阶段。国务院2012年7月发布的《“十二五”国家战略性新兴产业发展规划》提出,“十二五”期间我国战略性新兴产业规模年均增长率要保持在20%以上,而新能源汽车产业则是我国七大战略性新兴产业之一。
