国家和社会各级各类机构的上传下达,往往是通过文章(这里主要指应用文章)来实现的。中共中央在1981午5月下发的《关于各级领导干部要亲自动手起草重要文件,不要一切由秘书代劳的指示》深刻指出:“领导干部必须亲自动手准备自己的重要讲话、报告,亲自指导、主持自己领导范围内的重要文件的起草,否则他对自己所领导的主要工作就不能担负政治责任。这是一个重大原则问题。”大量事实证明,领导者亲自动手写作,是提高领导工作效能的重要措施,是提高领导者认识能力和领导能力的重要途径,也是提高领导者威信的重要因素。领导者亲自写作,要具备一定的写作能力。写作能力是一种综合的能力,具体分析这种能力,必须从文章写作的根本特性,即写作过程中的“双重转化性”入手。
