举办学前班,是在我国目前农村幼儿教育尚不发达的情况下,使幼儿接受学前教育的一条重要途径;在城镇,也是幼儿园教育的一种补充形式。为加强对学前班的管理,促进学前班的健康发展,针对目前不少学前班在组织管理上存在的不同程度的混乱状况、办班指导思想不够明确及教育、教学和师资队伍上存在的问题,浙江省教委就加强学前班管理提出意见,要求各级教育行政部门认真研究执行。这个“意见”主要包括三方面的内容: 一、加强对学前班的领导和管理“意见”指出,在幼儿入园难问题基本解决的城镇,不宜举办学前班。学前班主要招收未上过幼儿园的学龄前一年的幼儿。学前班必须根据学前一年幼儿生理、心理发展的特点,创设良好的环境,使幼儿体、智、德、美各方面得到和谐发展。“意见”强调,学前班不得以盈利为目的,学前班可按照当地政府或教育等有
