最近，有关“外国专利在我国跑马占地”、“我国高新技术流失严重”等话题，在知识界引起关注。科技部发展研究中心的赵捷和柳卸林研究员从专利申请的角度来考察我国技术创新的状况，他们在对３所大学、３所科研机构和国家知识产权局进行调研后指出，在关注外国发明专利大举抢滩我国市场的同时，也不能忽视国内每年数以万计的发明创造因没有申请专利而白白公开、流失的严峻状况，进而揭示出：
