在我国加入世贸组织的前提下,如何尽快转变政府职能,采取符合世贸规则的措施加大对农业的支持保护力度,指导、帮助广大农民和加工出口企业顺应国际市场的新要求,提高他们应对市场变化、突破绿色壁垒的实力,已成为增强我国农产品国际竞争能力的当务之急。记者不久前在沿海一些农产品出口大省调查时,所有业内人士纷纷呼吁政府加快职能升级,为加入世贸组织后提高农业创汇水平提供有力保障。
