在历史即将进入21世纪之际,世界正面临着惊人的巨变。旧有的战略格局已被打破,新的多极化格局的雏形已经出现,整个世界将成为一个各种力量相互抗衡、相互制约和关系异常复杂的综合体。作为这个综合体重要组成部分的社会主义中国,如何适应变幻莫测的国际形势,并做好应付突发事件的各种准备?笔者认为,当前的一个重要任务,就是强化全民国防观念,以适应世界形势发展变化的要求。
As history is about to enter the 21st century, the world is facing astonishing changes. The old strategic pattern has been broken and the embryonic form of a new multipolarization pattern has emerged. The entire world will become a complex in which forces struggle against each other, mutual restraint and relations are extremely complicated. As an important part of this complex, how can socialist China adapt to the unpredictable international situation and be prepared to deal with emergencies? The author believes that one of the important tasks at present is to strengthen the concept of national defense so as to adapt to Requirements for the development and changes in the world situation.
