工厂区四千多万外来务工人员远离继续教育资源。谁来建设工厂区“教育基础设施”?谁来“送教上门”?谁来分担教育成本?在外来务工人员聚居区,通过当地政府与所在企业和当地其他利益相关人“协商”形成教育成本分担模式不但是合理的、现实的,而且也是易推广、可持续的。如果通过利益相关人的共同努力,使外来务工人员潜在的年教育成本分担意愿700亿得以实现,则能为培养中国高素质的基础劳动力和合格公民奠定强有力的基石。
