为了建立一个符合中国国情、行之有效的社会保障体系,党和政府一直在努力、在不断探索。十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》明确提出“建立合理的个人收入分配和社会保障制度”,建立了社会保障的三项基本原则。同时,有关社会医疗保障、失业救济保障、职工养老保障等一系列相关政策也相继出台实施,为缓解目前的社会矛盾和需求起到较好的效果。但是,一个完善的社会保障体系,不可能一蹴而就,它需要一个极其困难、复杂的探索过程。
In order to establish an effective social security system that is in keeping with China’s national conditions, the party and the government have been trying hard to keep exploring. The “Decision of the CPC Central Committee and the Central Government on Several Issues Concerning the Establishment of a Socialist Market Economic System” passed by the Third Plenary Session of the 14th Central Committee of the Communist Party of China clearly put forward the proposal of “establishing a reasonable personal income distribution and social security system” and established the three basic principles of social security. At the same time, a series of related policies on social medical insurance, unemployment insurance and employee pension insurance have also been put into effect in succession, which have played a good effect in mitigating the current social conflicts and needs. However, a sound social security system can not be accomplished in one go, and it requires an extremely difficult and complex exploration process.
