1月4日,国家审计署公布2012年第1号审计令,将地方政府的“问题”债务半年整改结果向外公布。截至2010年底,全国地方政府性债务余额为107174.91亿元,“问题”债务总额约5308.58亿。目前整改到位资金约2591.93亿元,整改到位率为48.9%。问题债务主要集中于几个方面,一是大多数地方政府存在通过平台公司等变相举债的情况,二是地方融资平台向金融机构违规抵押或质押,三是债务资金未及时安排,四是信贷资金违规投向资本市场、房地产和“两高一剩”项目。此外,地方融资平台还存在虚假出资、注册资本未到位等问题。
