吸毒成瘾而又不宜收入强制戒毒所的人员(笔者称之为高危吸毒人员)与一般吸毒人员相比较,其吸毒所消耗的社会财富、危害个人身体以及所滋生的违法犯罪行为,对社会治安的危害程度和影响要大得多。怎样做好对高危吸毒人员的戒毒和康复工作,从根本上减少直至消除他们吸毒带来的各种社会危害,一直是公安禁毒部门面临的一个老大难、但又不得不探索和解决的问题。为此,建议,公安、卫生和民政等部门,成立有关对高危吸毒人员收戒和康复的专门机构或者联动戒毒中心。

How to properly do drug detoxification and rehabilitation for high-risk drug addicts and fundamentally reduce various social harms caused by drug addicts has always been an arduous task that the public security department has faced but has to explore and solve. To this end, it is suggested that public security, public health, civil affairs and other departments should set up special agencies or joint drug rehabilitation centers for detention and rehabilitation of high-risk drug addicts.
