2005年1月,无锡市卫生局在全国首创这样一项改革:公共卫生服务向民营机构开放,无锡市卫生局代表政府,将结核病防治工作委托给一家外来民营机构——上海建安集团所属无锡安国医院,由民营医疗机构来承担发现、治疗、管理结核病人的任务,根据任务完成情况并经过考核后,政府将防治经费补助给这家医院进行“埋单”。这种由政府“埋单”、民营机构实施的公共卫生服务新模式已经运行一年多,带来了各不相同的评价。
