在全省各族人民深入学习邓小平理论,深入贯彻中共十五大、十五层三中全会和中共贵州省第八次党代会精神,努力加快我省改革开放和社会主义现代化建设步伐的新形势下,省政协八届二次会议和省九届人大二次会议在贵阳隆重召开。“两会”的召开是我省各族人民政治生活中的一件大事,在告别二十世纪,迎接新世纪到来的关键时刻,“两会”的意义显得尤为重大。这次大会,开得生动活泼,充满了团结奋进的气氛。这是团结的大会,胜利的大会,是迈向新世纪的盛会,这次大会必将激励全省各族人民把兴黔富民大业推向崭新的局面。一九九九年是本世纪最后一年,是我国历史发展进程中具有重大意义的一年。在这跨世纪关键的一年,我们将迎来建国五十周年,迎来澳门回归祖国,做好今年的工作,事关未来五年的发展,我们要集中精力,全力以赴,苦干实干,努力拼搏,去夺取新的胜利。今年政府工作的总体要求是:在以江泽民同志为核心的党中央及中共贵州省委的领导下,高举邓小平理论伟大旗帜,深入贯彻党的十五大、十五届三中全会和中央经济工作会议精神,认真落实省第八次党代会提出的各项任务,继续推进改革开放,积极实施科教兴黔、开放带动和可持续发
