同志们: 全国第四次水土保持工作会议今天开幕了。这次会议是在国务院发布《水土保持工作条例》后,经国务院批准,由全国水土保持工作协调小组召开的。这是继1958年第三次水土保持工作会议之后又一次全国性的会议。参加这次会议的,有各省、市、自治区主管农业的负责同志和农业、林业、牧业、水利、水土保持部门,国务院有关部委,流域机构、科研、宣传、院校等单位和少数重点地、县的代表,共二百多人。今年6月底,国务院发布了《水土保持工作条例》,这是我国水土保持工作的一个重要法规,也是我国三十多年来水土保持工作经验的高度概括。这次会议的中心任务,就是研究如何全面贯彻执行《水土保持工作条例》,切实防治水土流失,从根本上改变
Comrades: The Fourth National Soil and Water Conservation Working Conference was opened today. After the State Council issued the “Regulations on Soil and Water Conservation,” the conference was approved by the State Council and convened by the Coordination Group for Soil and Water Conservation of China. This is another national conference after the third water and soil conservation conference in 1958.
