在民主社会,知情权是一项基本权利,是民主政治不可或缺的内容,也是政治文明的题中之义。长期以来,我国对公民的知情权不甚重视,也缺乏信息公开的法律制度。在经历过SARS流行的灾难后,这一问题已开始引起各方面的关注,有关立法也在抓紧进行。要改变我国在信息公开方面存在的问题,推动整个社会的信息化,保障公民知情权的实现,必须从观念和制度上进行深刻的变革。
In a democratic society, the right to information is a fundamental right, an indispensable element of democratic politics and also a theme of political civilization. For a long time, our country has not paid much attention to the right of citizens and has no legal system of information disclosure. After experiencing the catastrophe of the SARS epidemic, this issue has begun to attract the attention of all quarters. The relevant legislation is also pressing ahead. To change the problems our country has in terms of information disclosure, promote the informationization of the entire society and guarantee the realization of citizens’ right to know, we must make profound changes in concepts and systems.
