十一月份以来,吉林、辽宁、新疆、黑龙江等地连续发生特大恶性火灾事故,给国家和人民生命财产造成十分严重的损失。特别是11月27日,辽宁省阜新市艺苑歌舞厅特大火灾。烧死233人,伤20人;12月8日新疆自治区克拉玛依市友谊馆特大火灾,烧死325人,伤130人,死者中288人为中小学生,且绝大部分是优秀学生和独生子女。时隔两日,黑龙江省齐齐哈尔市公主歌舞厅又发生烧死17人的特大火灾。
