Li Yi-well Mr. Liang was born on February 20, 1882 Fuyuan village Mahu Township. During his childhood, he was well educated by his family. During his study in the United States, he witnessed the development of water conservancy in Western Europe and the prosperity of the economy. He felt indefatigable about the decline of water conservancy and economy in our country.
