检察机关司法警察是人民警察的警种之一,是检察队伍的重要组成部分,是保证人民检察院各项工作顺利开展的有生力量。在检察工作中,司法警察具有特殊的地位和作用,根据《人民检察院司法警察条例》、《人民检察院司法警察执行职务规则》规定,司法警察主要担负着保护犯罪现场、执行传唤、拘传、参与搜查、提押押解、看管犯罪嫌疑人或被告人,送达法律文书、维护来访秩序等任务,近年来,随着检察机关司法警察规范化建设的不断推进,司法警察在参与执法办案中,履行岗位职责、保证办案安全,提高办案质量和办案效率,发挥了不可替代的职能作用,但是在现实工作中还存在比较突出的问题与不足,特别是参与执法办案工作中存在的安全工作问题。这些问题与不足与检察工作的发展、与司法警察肩负的职责任务、与人民群众的期望和科学发展观的要求仍然有较大差距,影响和制约了检察工作的全面协调可持续发展,必须认真加以研究解决。~(1)
